About the Position

The Assistant Director for Logistics and Warehouse Management is a full-time, exempt position reporting to the Director of In-Person Voting and Tabulation. This position also works collaboratively with the Director of Election Services & Early Voting and with Election’s Department Assistant Director’s to support the acquisitions of voting sites, and the preparation, packaging, delivery, pick-up, inventory, and storage of critical Election’s Department supplies and voting equipment. During large election cycles this individual will also be responsible for assisting with the recruitment and training of temporary staff. Off cycle responsibilities include strategic inventory management, equipment maintenance/servicing and warehouse space planning.

Position Qualifications

Education
Bachelor’s Degree with concentration in Logistics or Supply Chain Management, Warehouse Management, or Business or Public Administration or related field
Experience
Five years of experience working in Logistics, Supply Chain Management or Warehouse Management or closely related field including two years of supervisory and/or management experience.
OR
An equivalent combination of education and related experience may substitute for the minimum requirements on a year for year basis.
Other Requirements
Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
Must complete the next scheduled Secretary of State Election Officer Certification
Must be eligible to vote in Arizona and pass an applicable background screening

Essential Job Tasks

Strategically plan and manage logistics, warehouse, transportation and customer services
Direct, optimize and coordinate full election delivery cycle including the maintaining and analysis of metrics to assess performance and implement improvements
Responsible for implementing a large-scale logistics and warehouse management plan
Perform annual budget estimations for all warehouse and extended vote center operations as required
Manage elections department vehicle fleet and determine temporary fleet requirements for large election cycles and reserve an adequate number of trucks and vans with approved leasing agents
Oversee and manage department wide equipment maintenance program
Liaise with the Risk Management Department (RMD) to identify safety hazards in the warehouse and implement practical risk management solutions
Liaise with other County warehouse and storage operations to manage the secure and safe transport and storage offsite materials, election items, and equipment
Assist with parking overflow solutions before, during and after large election cycles
Manage all aspects of the equipment accountability system before, during and after large election cycles to ensure 100% accountability of election equipment and sensitive items
Oversee monthly cycle counts (5-10% of inventory)
Oversee the the Inventory Management System, serve as the Administrator for the client and manage user accounts
Identify and resource warehouse infrastructure requirements as needed
Develop long-range strategic planning in conjunction with Department leadership
Oversee and manage policy change and implementation of warehouse division processes and procedures.
Ensure that all standard forms and signs are updated, printed and stocked sufficiently to support large election cycles.
Supervise, train, and evaluate job performance of full-time staff who oversee lead staff in the warehouse division
Implement and manage a comprehensive permanent and temporary staff training program for warhouse division teams (e.g., logistics, transportation, and warehouse)
Support voting site acquisition staff by liaising with new voting site locations when required
Fosters exclusivity working in a diverse community, managing staff and ensures the citizens of Maricopa County receives exemplary service
Identify labor and supply gaps 180 days ahead of large election cycles in order to implement timely resourcing
Work collaboratively with other division assistant directors and managers
Assist the Recruitment and Training Division with the development and maintenance of the Department’s training resources
Working Conditions
Mandatory overtime is required during the Primary/General Elections. Work primarily occurs in business office setting. Ability to move objects lifting floor to waist (up to 25 pounds) and pushing/pulling (up to 50 pounds). During election cycle must be available to work weekends and evenings
Selection Procedure
The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. Holidays and Leave
Maricopa County observes ten paid holidays per year. Most County employees accrue vacation (starting at three weeks per year for full-time employees) and sick leave (starting at one hour for every 30 hours worked for all employees). Employees also receive paid leave for other needs such as jury duty, civic duty, and bereavement.
Medical, Prescription, Behavioral Health, Dental, Vision, and Flexible Spending Accounts
We understand how important health care is to maintaining a good quality of life. We also know our employees want to have the freedom to choose benefit plans to best meet their needs. Eligible employees may choose from four medical plan options, an HMO, PPO, and two HDHP (High Deductible Health Plans) with a health savings account. When employees enroll in medical coverage, they are automatically enrolled in prescription and behavioral health coverage as well. There are three dental plans from which to choose, two PPO plans and a pre-paid dental plan that functions like an HMO. As is the case with medical, the plans range in cost, flexibility, and network of providers. The vision plan provides employees and their covered dependents access to routine vision services and materials, including an annual eye exam. For those who wish to set aside pre-tax dollars to pay for eligible healthcare and dependent care expenses, the flexible spending accounts are suitable for that need.
Life and Disability Insurance
Because life sometimes takes unexpected turns, the County offers life insurance coverage to help employees and their loved ones in the event of death. Basic life and basic accidental death & dismemberment insurance equivalent to one times an employee's annual base salary is provided at no cost, with the option for employees to purchase additional coverage including spouse and child life insurance. Disability insurance is available to replace a portion of an employee's salary should they experience a short-term illness or injury.
Retirement
Eligible employees are covered by one of several State-sponsored retirement pension plans, including the Arizona State Retirement System (ASRS) and the Public Safety Personnel Retirement System (PSPRS). Additionally, there's the option to contribute to a 457(b) Savings Plan that provides employees with a variety of investment opportunities. For those employees who retire from the County and from their retirement system, and have accrued 1,000 or more hours of sick leave, the County makes a $10,000 contribution to a Post-Employment Health Plan set up on their behalf to be used for payment of eligible out-of-pocket healthcare expenses.
