Role
The Manager of Transportation Analysis and Applications will provide leadership for travel demand forecasting activities, plan and coordinate efforts with various project teams who require travel demand information and perform complex analyses for projects and studies including the regional transportation plan, comprehensive multimodal corridor plans, transportation investments, climate action planning efforts and transportation system performance monitoring. This position is best suited for an individual with experience in Transportation Modeling with technical expertise in project management and leadership qualities. The candidate selected for this position will be expected to work in-person in the San Diego office.
Overview of Transportation Analysis and Modeling Division
The Transportation Analysis and Modeling (Applications) program, as part of SANDAG’s Data and Modeling department, develops travel demand forecasts and conducts transportation analyses to support a wide range of transportation planning studies, local development initiatives and major capital improvement projects.


Job Responsibilities
• Plan, supervise, manage, and oversee the activities and operations of the Transportation Analysis and Applications program; coordinate assigned activities with other SANDAG departments, the Board of Directors, Policy Advisory Committees, member agencies, and outside organizations.
• Manage the development and implementation of division goals, objectives, policies, and priorities; establish appropriate service and staffing levels for the division and properly allocate resources.
• Lead a team conducting complex research, statistical analysis, and forecasting related to transportation and travel demand; foster an environment of collaboration, transparency, and accountability, and teamwork.
• Coordinate the staff, resources, budget, work plans, and projects assigned to the division; review and evaluate work products, methods, and procedures.
• Supervise, mentor, train, and provide career development opportunities for a team of professional staff with expertise in transportation modeling.
• Coordinate and/or participate on inter-departmental and inter-agency teams assembled for modeling, analyses and planning related projects; foster collaborative working relationships with local jurisdictions, California Air Resources Board, Caltrans, and other public agencies.
• Provide expertise in the field of regional transportation modeling systems and participate in the development of public policy
recommendations on issues of population growth, housing, environmental management, economic development, public safety, and binational coordination.
• Prepare and present written, oral, and visual reports to policy and stakeholder committees, member agencies, community groups, private organizations, and members of the public.
• Transform and disseminate transportation modeling and system performance data into information and visualization products to effectively assess transportation project and policy alternatives and inform transportation planning and investment decisions.
• Develop Requests for Proposals, scopes of work, and project budgets; evaluate competitive project proposals and make recommendations for consultant selection; manage project consultants and ensure projects are completed on schedule, within budget, and with a high-level of effectiveness.
• Provide strategic vision and technical guidance to the Transportation Modeling Development group for the development and maintenance of regional transportation models, including the Activity-Based Model (ABM).
• Ensure transportation modeling technologies, tools, and analytical capabilities are reliable, credible, and are effective for supporting long-range planning efforts, Service Bureau projects, transit system analyses, corridor studies, air quality conformity analyses, and major highway, transit, active transportation, border, and freight investment studies.
Experience and Qualifications
• The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in urban or transportation planning, engineering, data science and analytics, economics, geography, computer programming, or a related field and seven years of increasingly responsible transportation modeling experience, including two years of supervisory experience.
• Experience providing administrative and professional leadership and direction for a technical program; demonstrated knowledge of organization and management practices related to the analysis and evaluation of modeling programs, policies, and operational needs.
• Demonstrated experience managing model application programs and projects by integrating technical abilities and knowledge with a big-picture understanding of the regional planning process.
• Ability to communicate highly technical information effectively, both orally and in writing; to a broad range of audiences; ability to prepare and deliver public presentations and recommendations regarding program elements to Boards, management, community groups, and other audiences.
• Knowledge of the principles, practices, and objectives of transportation planning, and the ability to apply this knowledge to the development and analysis of regional transportation systems and travel forecasting.
• Demonstrated experience working with complex regional transportation models including an Activity Based Model (ABM); experience or knowledge of operational models such as mesoscopic and microscopic modeling and the application of Dynamic Traffic Assignment (DTA).
• Successful project management experience including development of RFPs or other bid solicitations, scopes of work, budgets, and schedules, consultant/vendor selection, and contract management for a broad range of services.
• Experience in, or knowledge of, the development and use of regional forecasting models, subregional growth allocation models, and using transportation models; experience with, or knowledge of, model development, estimation, programming, calibration, validation, application, and documentation of transportation forecasting models.
• Knowledge of transportation modeling forecasting applications and software, and computer programming languages and geographic information systems such as EMME, Aimsun, Python, R, and SQL and ArcGIS.
• Demonstrated knowledge of advanced principles and emerging trends related to regional planning and research, GIS, database design, and computer modeling and simulation techniques.
• Knowledge of statistical theory, methods, and programs used to analyze data and the ability to visualize analysis results.
• Understanding of air quality conformity regulations and methods used to forecast air pollution is desirable.
• Experience with or the ability to supervise and evaluate the work of professional and technical personnel; experience providing administrative and professional leadership.
• Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including agency executive leadership and other government officials, community groups, and the public; ability to gain cooperation and consensus through discussion and persuasion.
