McCO issues this Call for CVs for a Delivery Support/Logistics Manager to facilitate foreign law enforcement training under an anticipated contract with the Department of State (DOS), Bureau of Diplomatic Security (DS), Office of Antiterrorism Assistance (ATA). The position description below details the duties and qualifications of the anticipated position, contingent upon contract award.
Background
The Global Anti-Terrorism Assistance Program (GATA), a U.S. Department of State (DOS), Bureau of Diplomatic Security, Office of Antiterrorism Assistance (DS/ATA) contract, assists foreign partners in developing anti-terrorism capabilities to support counterterrorism objectives. The program is an advanced and specialized foreign assistance program that provides foreign law enforcement with instructional training. ATA fosters cooperative efforts between U.S. law enforcement agencies and those of foreign partners to prevent future terrorist attacks and manage their consequences. The recipients of this training will be vetted foreign police and civilian security officials within selected partner nations. Instruction ranges from small unit police tactical training to classroom courses to senior executive seminars, consultations, and technical assessments, including several knowledge-based and skills-based disciplines necessary for an effective antiterrorism capability. Since its inception in 1983, the program has trained over 150,000 foreign law enforcement and civilian government officials in over 154 countries. ATA also advances U.S. foreign policy goals by strengthening bilateral relationships and increasing respect for human rights by sharing modern, humane, and effective antiterrorism techniques.
Duties
The responsibilities of the Delivery Support/Logistics Manager (DSM) are as follows:
The DSM shall be responsible for arranging for and coordinating overseas or domestic training delivery support services, logistics and facilities such as, but not limited to the following: training facilities, ranges or other venues, catering, instructor transportation, participant transportation, instructor lodging, participant lodging, interpreters and/or translators, etc. Specific requirements will be defined in each delivery request.
The DSM shall coordinate directly with the client on delivery support/ logistics requirements and issues and shall coordinate actively with in-country service providers including vendors, venue management, training center management, and Post to ensure that training deliveries are fully supported.
The DSM shall communicate regularly with client representatives to report on training delivery support/logistics requirements.
The DSM shall be available during normal duty hours to meet with U.S. Government personnel to discuss problem areas.
The DSM shall be available to travel to oversee, troubleshoot, or assess the quality of in-country delivery support/logistics arrangements.
The DSM has day-to-day responsibility for delivery support/logistics.
Requirements
The qualified candidate for Delivery Support/Logistics Manager must
possess levels of education and experience as follows:
A minimum of five (5) years supervisory experience responsible for operational management of subordinate staff and intermittent contractors.
A minimum of five (5) years experience managing overseas arrangements or projects, preferably involving training services or venues for foreign law enforcement or other non-U.S. personnel.
Bachelors Degree or substantial, demonstrated expertise in operational management, international training, or civilian security training programs.
The ideal candidate will also possess the following experience and capabilities:
Experience working with Department of State Bureau of Diplomatic Security, Office of Antiterrorism Assistance (DS/T/ATA).
Experience in effectively dealing with international and headquarters staff, while demonstrating sensitivity to other cultures.
Proficient in Microsoft Office Excel, Office, and PowerPoint.
Must be a U.S. Citizen eligible to obtain SECRET clearance.
Must have a valid U.S. Passport and eligibility to obtain a country visa.
Willing and able travel to austere/hazardous locations as necessary
